Despite the revelation, Platte River did not attempt to stop the training and instead created the model.
Platte River received $4,500 for the Repsol training, which lasted four-and-a-half days.
In late October 2000, when the Repsol employee was leaving the country, a U.S. Customs official seized the laptop and conducted an analysis that revealed materials related to a potential project in Cuba.
Repsol has an exploration and production subsidiary in Cuba, according to filings made with the Securities and Exchange Commission.
In an e-mail response to inquiries from the Camera made in July about the relationship with Platte River, a company spokesperson said Repsol's activities in Cuba 'conform to the existing legality and we have transparently informed the authorities of our business.'
The spokesperson did not address or mention Platte River in the response.
Platte River, which was founded in 1985, has an 'export control policy' link on its Web site that says licensees of the company's software should not export the software to certain countries -- such as Iran, North Korea and Cuba -- in violation of U.S. law
