Mr. Wagner began working at Bethlehem Steel in 1949 and at the same time attended what is now Drexel University in Philadelphia through its co-op program.
He earned a bachelor's degree in mechanical engineering in 1952. He worked at Bethlehem's Sparrows Point plant for 36 years, retiring in 1985 as general foreman.
A longtime resident of La Paix Lane in Towson, Mr. Ballard and his wife of 56 years, the former Jean Louise Tydings, were active in the American Field Service and served as host parents to students from South Africa, Argentina and France.
He was also an active member of the Baltimore Council for International Visitors and was a former Towson High School PTA president.
In 1978, Mr. Ballard joined the Baltimore Camera Club, where he served as president several times and was an instructor.
'He was also a prolific photographer of Baltimore scenes,' said a daughter, Amy L



The Brazil City Police Department is investigating a burglary at Forest Park Elementary.
BCPD Captain Dave Archer told The Brazil Times that school personnel discovered the break-in when they arrived at the school early Monday morning.
'We believe it occurred sometime during the overnight hours between Sunday and Monday,' he said, adding the investigation was still in its early stages. 'As of right now, we know a couple of computers and a video camera were taken. We're still processing evidence at this time.'
Archer said the suspect(s) vandalized some areas inside the building, including drawing and writing profanity on the walls with permanent markers and spraying condiments on the walls.
'Whoever did this, they certainly made a mess,' he said. 'But, because there are no similarities between this school burglary and the recent string of residential burglaries around the county, we don't believe the burglaries are connected with each other.'
Both the BCPD and the Clay County Sheriff's Department are currently investigating a string of residential burglaries that have occurred around Clay County, several of which occurred when people were home during the break-in.
'Who ever is doing this is getting braver by going into homes while the victims are there,' Brazil City Police Chief Terry Harrison said. 'We want people to take safety precautions to protect themselves, with the main thing being that people need to lock their homes and vehicles.'
